環境問題は，技術的に解決できる類の問題ではない。
多様な価値観や複雑な利害関係を理解し，主体間の政治力の差に配慮しながら，意思決定を適切に行う必要がある。
本講義は，こうした環境問題の政治的側面について批判的に考えるための，基礎的素養を身につけることを目的とする。

■コロナ等の状況によっては，オンラインのみで実施する。そのための手順（Zoomのアドレスなど）はNUCTで連絡する。

この授業では，受講者が以下の知識・能力などを身につけることを目標とする。
* 環境政治学における基礎的な概念・理論・問題等に関する知識。
* 環境政治学における主要な議論の理解。

本講義は三部構成である。
まず，環境政治の背後にある「環境政治思想」を概観した後，実際の政治過程について「比較環境政治」的側面から検討し，続いて「国際環境政治」として，グローバルな文脈から考察する。
全体の流れは以下の通りである。
１。環境政治思想（環境思想と政治，政治思想と環境）
２。比較環境政治（NGO，政党，官僚制，他）
３。国際環境政治（国際環境協調，南北問題，他）

2022年度の講義は英語で行う。
特定の教科書は無いものの，次の本は，本講義の理解に有益である。
Carter, N.(2018)The Politics of the Environment: Ideas, Activism, Policy, 3rd ed. Cambridge: Cambridge University Press. (または2007年発⾏の同書の第2版。）
本授業は，グループワークなどを通じて双方向的に進めていきたいので，積極性を持った学生の受講が望まれる。

必須の教科書などは無いものの、必要に応じて参考書に目を通すとともに、授業で学ぶ理論などを、実際の環境問題や政治的文脈に当てはめて検討し、理解を深めることが望ましい。

試験50％，その他50％。（その他には，授業態度・出席・グループワークへの取組状況が含まれる。）

Environmental problems are as political as they are scientific, economic, and aesthetic. For example, they present serious choices in decision-making, not only about what is to be done, but also about how it gets done.
The aim of this lecture course is to provide an overview of environmental politics.

Upon completion of this course, students should be able to:
* have a basic understanding of key concepts, ideas, issues and theories in environmental politics.
* understand the major debates and controversies in the discipline of environmental politics.

This lecture course consists of three parts: (1) environmental political thought, (2) comparative environmental politics, and (3) international environmental politics.
The first part introduces students to key concepts, ideas and ideologies in environmental politics.
The second part provides students with a basic understanding of key actors in environmental politics, such as NGOs and political parties, especially at the national level.
The third part introduces students to the international dimensions of environmental politics, such as the politics of international environmental cooperation.

There is no single textbook that we will follow throughout the semester; however, the book recommended below will be helpful in understanding many of the topics covered in the course.
Carter, N. (2018)The Politics of the Environment: Ideas, Activism, Policy, 3rd ed. Cambridge:Cambridge University Press. (or its second edition published in 2007).
Other readings will be recommended in class.

There are no required readings for this course, but students are encouraged to read the recommended material(s) above and apply what they learn in the classroom (e.g. theories) to various environmental and political settings for further understanding of it.

A final examination or essay (50%) and participation (50%). The latter includes attendance and active involvement in class discussion and group work.
